An early step for following up the progress in implementing the Baltic Sea Action Plan were the National Implementation Programmes by each HELCOM member state, most from 2010 and found below:
In general, follow up of the progress of actions in the Baltic Sea Action Plan has been carried out in Ministerial Meetings and since mid-2016, also through the HELCOM Explorer.
An interim assessment, preceding the new BSAP follow-up explorer, was prepared for the 2013 Ministerial Meeting together with an index of national actions.
A key component of the Action Plan is the nutrient reduction scheme, including country-wise annual targets. The scheme was updated in the 2013 Copenhagen Ministerial Meeting and an easier follow-up mechanism is underway.
