The main objectives are to catalogue the current monitoring programmes for the HELCOM monitoring manual and to develop an action plan with recommendations and examples to support accessibility and compatibility of monitoring data for MSFD purposes and to improve national monitoring strategies in the Baltic Sea.

WP2 is led by the HELCOM Secretariat. Several institutions are taking part in the work: the Institute of Meteorology and Water Management from Gdynia (IMGW), the Swedish Meteorological and Hydrological Institute (SMHI), the Finnish Environment Institute(SYKE) and the  Thünen Institute of Baltic Sea Fisheries (TI-OF).

The International Council for the Exploration of the Sea (ICES) also brings external assistance.
