The CORESET II project is supervised by the HELCOM GEAR group. Technical aspects of the status core indicators are reviewed in the HELCOM State&Conservation group, and for pressure core indicators the technical review is done in the HELCOM Pressure group. The HELCOM Maritime​ and HELCOM Response groups are also involved in developing some pressure indicators. 

National contacts of HELCOM GEAR appoint national experts as Task Managers, who carry out the work of operationalizing the core indicators. Task Managers in lead (TML) are responsible for coordinating the work on an indicator and reporting progress to HELCOM groups. Assisting Task Managers (TMa) share in the effort. Some 110 national experts from the Contracting Parties have been appointed as Task Managers in CORESET II.

The project is coordinated by a project manager at the HELCOM Secretariat.



Expected outcome


The commonly agreed set of core indicators are to be operationalized by mid-2015. Updated core indicator reports will be published online. 

The assessment results from the indicators will be included in the second holistic assessment of the Baltic Sea (HOLAS II).

The core indicators are an integral part of the follow-up of the goals of the Baltic Sea Action Plan (BSAP). For those Contracting Parties that are also EU member states, the HELCOM core indicators will provide the means of achieving regional coherence in reporting on several articles of the Marine Strategy Framework Directive (MSFD).​​
