European Space Agency (ESA) Call for Proposals for a Feasibility Study addressing the Improvement of Maritime Safety in the Baltic through Enhanced Situational Awareness

The European Space Agency (ESA) [www.esa.int] will be issuing an Invitation to Tender (ITT) to investigate the feasibility to improve maritime safety in the Baltic through enhanced situational awareness, using the functionality of satellites. The ITT is part of the Integrated Application Promotion (IAP) programme [iap.esa.int]. This programme is developing and promoting integrated applications utilising different types of space assets.

The activity shall investigate the feasibility of an integrated solution and associated service(s) to enhance the situational awareness in support of preventing collision and grounding of vessels, and minimising consequential damage in case of an accident, in the Baltic.

Based on an analysis of users and stakeholders and their needs and conditions, the study will identify and elaborate upon user services for supporting maritime safety in the Baltic, as well as on the service provision value chains. For the delivery of the commercially beneficial services, the study will define an integrated solution using both terrestrial and space assets and provide a roadmap towards operation of a viable and sustainable solution.

More information on the feasibility study can be found on http://iap.esa.int/opportunities/iap/impro-ving-baltic-maritime-safety-through-enhanced-situational-awareness.

Information on the call for proposals will be published on ESA’s Electronic Mail Invitation to Tendering System, EMITS (http://emits.esa.int), under the reference of 11.1AA.08 (under “ESA Intended Invitation to Tender”). Upon publication, the applicable tender solicitation package will be made available on EMITS (under “ESA Open Invitation to Tender”).

The solicitation package is only accessible by entities registered as ESA Bidder and residing in the Participating States of the ITT. If you are interested in this opportunity but are not yet registered, we strongly encourage you to register as a potential bidder, and complete the on-line questionnaire in Industry Outlook available via http://www.esa.int/home-ind/. More information on how to do business with ESA is available on http://emits.esa.int/emits/owa/emits.main.

The programmes of the European Space Agency, which is the international organisation with 19 Member States in charge of drawing up the European space programme, are designed to find out more about Earth, its immediate space environment, our Solar System and the Universe, as well as to develop satellite-based technologies and services, and to promote European industries.

With the Integrated Applications Promotion (IAP, http://iap.esa.int) programme ESA is developing and promoting integrated applications utilising different types of space assets. New concepts, new capabilities and a new culture are addressed by IAP to respond to a multitude of needs from users who are not yet familiar with space systems and their potential contribution to address their challenges.
