HELCOM Stakeholder Conference: «Baltic Sea - NECA»

Shedding further light on the implementation of the Baltic Sea NECA - Nitrogen Oxide (NOx) Emission Control Area – under Annex VI of the MARPOL Convention is the aim of the HELCOM Stakeholder Conference «Baltic Sea – NECA», to take place on Monday 4 March 2013, in Helsinki, Finland, followed by the HELCOM Annual Meeting (HELCOM 34/2013).


The expected participants will represent the ship owners and ports of the HELCOM countries, manufacturers of related technology, HELCOM observers and other stakeholders.

Proposed topics:

1. Introduction to the Baltic Sea NECA status application process.

2. The IMO regulations concerning the NOx emissions from ships. Tier III NOx emissions standards from ships.

3. Environmental benefits of Baltic NECA.

4. Wide range of issues regarding to Economic impact of the implementation of Tier III regulations in the Baltic Sea area.

5. Possible option of the compliance of the Tier III NOx emissions standards from ships: SCR-technology, LNG, etc.

6. Experience of shipowners of the operation of SCR-technology including land based infrastructure and on the costs on SCR technology.

7. Development and manufacture of modern diesel engine and their compliance of Tier III NOx emissions standards from ships.

8. Strategies to implement the North American ECA.
